He is fluent in English at an expert level, enabling him to lead operations and present results in technical, financial, and diplomatic contexts with global reach.

A senior financial executive with over 25 years of international experience, Óscar has led operations across Latin America, Africa, and the Caribbean, developing financial solutions tailored to multicultural environments and complex regulatory frameworks. His career includes serving in the Regional Financial Office of USAID under the U.S. Department of State, where he managed multimillion-dollar budgets across multiple diplomatic missions and reinforced internal control systems. His collaborative leadership style has enabled him to build high-performing multidisciplinary teams, ensuring regulatory compliance and organizational efficiency.

Strategic Partner Global Public Health Multisectoral Technical Cooperation
A physician and surgeon with over 40 years of experience in public health, international cooperation, and multisectoral project management. He holds two master’s degrees—in Community Health in Developing Countries (University of London) and Public Health (UPCH)—as well as a specialization in Human Ecology (Fiocruz, Brazil). His career is distinguished by technical leadership, strategic vision, and effective collaboration across public, private, and multilateral sectors.
For 27 years at the United States Agency for International Development (USAID), Dr. Chang led high-impact regional initiatives across Latin America, Africa, and Asia, including:
• The Amazon Malaria Initiative (11 countries)
• Regional responses to Zika, COVID-19, and migration crises
• Health systems strengthening and global health security
• Promotion of public-private partnerships and technical advisory to governments
He has represented USAID in international forums, coordinated projects with the UN, World Bank, and ministries of health, and contributed to the design of public policies, technical studies, and health protocols. He currently chairs the “One Health” Technical Advisory Group in Loreto, Peru—supported by KOICA and Seoul National University—and serves as an associate at the Institute for Analysis and Management.
His approach integrates epidemiology, primary care, health risk management, and international cooperation, with a steadfast commitment to equity, scientific evidence, and institutional capacity building.
